Outgoing Delegate Bill Flanigan was generally supportive of Hope, but has an inconsistent record generally of voting for school choice and educational freedom. He frequently voted against measures that would have helped improve public schools through accountability, and reducing regulations. This primary election may be an opportunity to gain a more reliable vote for Hope Scholarship support and school choice support in general.

Mr. Ennis does not any record of speaking in support of the Hope Scholarship, but may be generally neutral/supportive similar to the outgoing delegate in this district.

Mr. Santorine is clear in his support for the Hope Scholarship. He is also supportive of increasing public school teacher's salaries to make our state more competitive with neighboring states.
