Delegate Stephens has a poor record of supporting Hope students.

  • Voted to prevent Hope students from using Hope at private schools across state lines. (2024 HB 4945 HFA HORNBUCKLE 2-27)

  • Voted against the Hope Scholarship clean-up bill. (2024 HB 4945)

  • Voted against expanding the Hope Scholarship to allow microschools and learning pods, to fund it properly based on estimated number of students instead of based on prior year enrollment, ensure Hope students get fair access to programs like the Promise Scholarship, and ensure confidentiality for enrolled Hope families. (2024 HB 4945 PASSAGE-SENATE AMENDED HB)

Mr. Dewitt has taken a stronger stance on supporting Hope Scholarship families. He indicated on a candidate survey that he is unlikely to vote to restrict Hope funding for use on extracurriculars or sports. However, he claimed neutrality on income limits on Hope families or allowing use of funding on out of state schools.

Overall, Mr. Dewitt appears to potentially be a better candidate than the incumbent with regards to maintaining the Hope Scholarship.
